CRAWFORD, Texas (AP) -- President Bush, who was criticized for a slow federal response to Hurricane Katrina, took a pre-emptive strike Saturday against Hurricane Dean blowing through the Caribbean and threatening the Texas coast.Thanks to the president's quick action, Dean should not be a problem that FEMA and the United States government can't handle with ease:
